Personality: Some would consider Caboose to be pure of heart and mind. Some would consider him an absolute idiot, and a potential threat to everyone around him. Both sets of people would probably be right.
While Caboose started life off as a fairly average if dim-witted soldier, several life-threatening encounters resulted in severe damage to his mental state. As a result, he is probably the stupidest person you will ever meet. He views the world with childlike wonder, strays off on nonsensical trails of logic, and only ever seems to get things 'right' when it would be hilarious for him to do so. This simplistic state of mind has resulted in a rather uncomplicated, optimistic outlook on life in general. On Chorus, when an alien AI construct probes Caboose's mind to test his worth as a warrior, he notes with surprise that 'he is not like the others'.
"Your mind lacks fear. Doubt is non-existant. Completely absent of negativity."
"...I'm sorry, what, you were saying something?"
This carefree attitude also connects to Caboose becoming easily confused by simple concepts. He refuses to accept Church's death as a permanent state (until season 15 when it finally hits home, to devastating results). Instead, his friend's absence is merely something that needs to be worked around or fixed. Caboose also has a tendency to deflect blame for his various mistakes, even when the circumstances make no sense. Tucker is often a recipient of Caboose redirecting blame for his actions, as "Tucker did it" becomes a ready refrain whenever Caboose missteps...even if Tucker is not there, or the one Caboose is currently speaking to. As a counter to this, however, Caboose is also usually the first to forgive someone, shown to be remarkably friendly towards enemies and accepting them readily if they choose to turn over a new leaf, as was the case for Washington and later, Locus.

Caboose's priorities are his makeshift family. Church first and foremost, then Blue Team, then Red Team. He seems to view the whole thing as a domestic affair (coming from a large family with seventeen sisters, this doesn't come across as surprising) and strives to remind everyone that they belong together, and that being happy and having fun are the most important things. Their constant fighting, bickering, and grudges are quite frustrating to him, as a result, as he can't understand why anyone would purposefully want to be mean. Caboose himself has only gotten genuinely angry on two or three occasions, with deadly results for anyone standing on the other end of the field from him...but he appears to forget how to be angry almost immediately afterwords. Considering the damage he was able to do while angry, this was probably for the best.
While he hasn't really grown as a person throughout the series, Caboose mentions at one point that a home is meant to be someplace constant that you return to, and since the Reds and Blues are constantly being shuffled from one place to another with no sense of permanency, he will be 'home' and remain the same for their sake. On the whole, he is a kind, well-meaning idiot who's just here to have a good time with his friends. And if someone unnamed shoots someone else who happens to be on their team, by mistake or on purpose, well then that's just part of the fun, isn't it?
Inventory: Caboose is coming through in his Mjolnir armor and with his 'pet' assault rifle, Freckles.
Abilities:
Super Strength - The rest of Blue Team view this as 'God's way of compensating'. Caboose is as strong as he is stupid, and has been shown to perform some rather impressive feats, including being able to single-handedly flip a Warthog right-side up, and withstanding a tenfold increase in normal Earth gravity without seeming to notice, much less be affected by it.
Made of Iron - Similar to his strength, Caboose seems indestructible at times. Falling off of cliffs, drinking gasoline, having most of his blood drained by a hungry alien baby, being trapped in his own helmet with no air for an extended period of time...and yet somehow Caboose always seems to bounce back.
Mr Fix-it - Despite his lack of intelligence, Caboose has a tendency to befriend machines. Notable instances include Shiela the tank, Andy the bomb, Delta the AI fragment, and to a certain degree Church and Tex, both of whom are AI. He also somehow manages some remarkable engineering feats over the course of the series, including transferring the Epsilon AI from its trapped state inside of a storage unit into an alien construct, pulling Epsilon-Tex from Epsilon and installing her in a robot body, and repairing the broken MANTIS combat bot that he winds up naming 'Freckles'. Any normal technology or mundane construction tasks, however, and Caboose will most likely wind up setting fire to it instead.
Flaws:
Team Killer - Caboose has a terrible tendency to hurt/kill those that are on his side, particularly while trying to 'help' them. He does this so reliably that Church at one point tells Caboose to 'help' an escaping Freelancer, knowing Caboose's response would be to shoot and incapacitate her. It doesn't appear to be done out of malice, oddly enough.
Super Gullible - It is ridiculously easy to convince Caboose of just about anything, provided he hasn't already formed an opinion on it. As an example, in season 12, Caboose remarks that he was told the drums of gasoline for the Warthog were actually filled with lemonade, and though it tasted awful he didn't want the others to think that they made bad lemonade. So he just kept drinking it until he got used to the taste.
Cloud Cuckoolander - To say Caboose is divorced from reality is kind of an understatement. He's prone to going off on nonsensical rants -- some of which have some kernel of truth or wisdom in them, though only if no one would actually believe it, due to Law of Funny -- and combined with his lack of intelligence, it is very difficult to understand Caboose's frame of mind or motivation from moment to moment. Unless Church or cookies are involved. Then it's usually pretty simple.
He's also been known to break the 4th wall at times as a result, though of course everyone assumes he's just speaking nonsense again. Word of God states that Caboose is the only one aware he's actually inside of a video game, but it never really seems to come up save in the odd one-liner that no one ever acknowledges.
